The Double Concerto is a one movement work containing all the usual elements of concerto form: virtuoso treatment of the solo instruments; cadenza and tutti orchestral accompaniment. Its form is in a rather freely conceived A-B-A structure. The instruments of the orchestra were especially chosen so as to provide the proper color and balance to the solo instruments. The orchestra consists of strings, percussion and harp. The composer has dedicated the work to James Ostryniec in appreciation of his devotion to the oboe literature of the 20th century, particularly the works for oboe by American composers.

Dr. Stephens has written works for all mediums and was awarded the State of Maryland Arts Council Individual Artist Fellowship in Music Composition for 1988. For this award, he was chosen over 307 Maryland composers. The Fellowship was the result of two of his compositions; Concert Music for Jazz Band and Chamber Orchestra and Creations for Trombone & String Quartet. In addition to his composing, Dr. Stephens regularly conducts and presents the music of many American composers through the auspices of the American Camerata and other ensembles, which he guest conducts.
